Comment on Pending Legislation

This is a document prepared by Commission staff, usually in response to a congressional request, that provides FERC analyses and, often, recommendations concerning proposed legislation or congressional oversight activities.  Comment on proposed legislation customarily will reference the Senate or House file number assigned to the bill.  Such comment normally is signed by the Commission Chairman and addressed to the appropriate congressional committee chairman.

Comment on Policy/Procedure Before Government Agencies

This is a document prepared by Commission staff, usually in response to a request from another federal or state agency, expressing FERC concerns, views or position, and recommendations with respect to proposed action by that agency that potentially affects or is related to FERC regulatory responsibilities or involves a matter or area of shared jurisdiction.  Common examples are proposed environmental rules by EPA, dam construction by the Corps of Engineers, and state comprehensive plans.
